Further, whether someone has had reassignment surgery is not the criterion for being transgender. The fact that she has been living as a woman for ten years pretty much removes any doubt. Now, whether she wants or should have surgical breast augmentation, and who should pay for it, and whether (in the UK) it's unlawful discrimination: that's a separate issue, and I hope that you follow up on it. You can probably guess why I have strong opinions about this...
